OFFICE OF THE PRIME MINISTER INVITATION FOR BIDS Institution: Inter-American Development Bank (IDB) Country: JAMAICA Project Name: Implementation of National Identification System (NIDS) for Economic Growth Sector: Government of Jamaica/Information and Communications Technology Abstract: The loan will be used to finance goods, works, consulting and non-consulting services related to the improvement of the Government of Jamaica-s Information and Communications Technology Infrastructure. Loan #: 4437/OC-JA Contract/Bid#: NIDS/2021/2.2.1.4 Deadline: April 28, 2021 The Office of the Prime Minister (OPM) acting on behalf of the Government of Jamaica (hereinafter called “Borrower”) has received financing (hereinafter called “funds”) in the amount equivalent to US$68,000,000.00 from the Inter-American Development Bank (hereinafter called “the Bank”) toward the cost of the implementation of 4437/OC-JA - National Identification System Project. The Borrower intends to apply a portion of the funds to eligible payments under the contract for the upgrade/improvement of the Government-s Information and Communications Technology Infrastructure. Payments by the Bank will be subject in all respects to the terms and conditions of the Loan Contract. Payments will be made only at the request of the Borrower and upon approval by the Bank in accordance with the terms and conditions of the financing contract between the Borrower and the Bank. No party other than the Borrower shall derive any rights from the Loan Contract or have any claim to the funds. The OPM now invites bids from eligible bidders for Supply and Installation of Half Moon Interlocking Security Portal (Man Trap door) at the Production Centre, 6-10 South Camp Road, Kingston CSO. Bidding will be conducted through National Competitive Bidding procedures as specified in the Inter-American Development Bank-s Policies for Procurement of Works and Goods financed by the Inter-American Development Bank (GN2349-9), and is open to all eligible bidders as defined. Eligibility for Bid Submission To establish eligibility, Bidders must comply with the following criteria at the time of bid submission: 1. A valid Tax Compliance Letter; 2. Proof of registration with the Public Procurement Commission in the category of “Safety & Security Services-Fire Safety Products and Equipment-Installation & Service, Office Equipment Supplies, Parts & Supplies, Industrial, Construction Equipment, Machinery, Parts & Supplies, Hardware & Haberdashery”; 3. Bid Submission Form (Signed); 4. Bid Securing Declaration (Signed). Interested eligible bidders may obtain further information and inspect the bidding documents via the GOJ-s e-GP Procurement System at https://gojep.gov.jm on March 26, 2021. Bids are to be submitted electronically via the GOJ-s e-GP Procurement System at https://gojep.gov.jm by 3:00 p.m. local time on April 28, 2021. Tender opening will be done electronically on the same day at 3:15 p.m. local time. An online bid opening report will be sent to all Bidders that submitted a proposal. A bid security will not be required. The OPM reserves the right to terminate the procurement process and reject all submissions at any time prior to the award of contract, without thereby incurring any liability to any of the bidders.
