OFFICE OF THE PRIME MINISTER INVITATION TO BID Procurement of Substance Painter Software (Schools, ASAP) COUNTRY: JAMAICA PROJECT: YOUTH EMPLOYMENT IN THE DIGITAL AND ANIMATION INDUSTRIES IBRD LOAN NO.: 8405JM COMPONENT: SKILLS AND CAPACITY TO ENHANCE EMPLOYABILITY AND ENTREPRENEURSHIP BID NO.: JM-OPM-146974-GO-RFQ SELECTION METHOD: REQUEST FOR QUOTATIONS 1. The Government of Jamaica has received financing from the World Bank towards the cost of the Youth Employment in the Digital and Animation Industries (YEDAI) Project and intends to apply part of the proceeds towards payments under the contracts for the supply of Substance Painter Software (Schools, ASAP). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank-s Disbursement Guidelines for Investment Project Financing. 2. The Office of the Prime Minister now invites sealed Bids from eligible Bidders for supply of Substance Painter Software (Schools, ASAP). 3. Bidding will be conducted through the international competitive procurement using Request for Quotation (RFQ) as specified in the World Bank-s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from the Procurement Specialist, Youth Employment in the Digital and Animation Industries Project (YEDAI), Office of the Prime Minister, ibrdyedaip@opm.gov.jm and inspect the bidding document Mondays -Thursdays, 0900 to 1600 hours and Fridays, 0900-1500 hours at the address given below. 5. The bidding document, in English, will be available upon the submission of a written request via link at Office of the Prime Minister-s website (www.opm.gov.jm). 6. Bids must be delivered to the address below on or before 1300 hours GMT-5 on August 11, 2020. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders- designated representatives and anyone who chooses to attend at the address below at 1300 hours GMT-5 on August 11, 2020. 7. As a condition precedent for the award of contract, local suppliers will be required to submit: i. Valid Public Procurement Commission (PCC), formerly National Contracts Commission (NCC) Registration Certificate in the category of: Computers and Related Services/Computer and Supplies, Computers, Computer Equipment, Parts and Supplies/Information Technology Services ii. Valid Tax Compliance Certificate/Tax Compliance Letter 8.
