- Following Hurricane Melissa and evolving recovery needs, the Government of Jamaica (GOJ) is advancing reforms to strengthen roads infrastructure sector delivery, transparency, value for money, resilience, and long-term sustainability. A central element under consideration is the establishment and operationalization of a One Road Authority (ORA), alongside complementary reforms to clarify functions, accountability, financing, and performance across the sector. On January 23, 2026, Cabinet gave approval for the following: - Merging of the National Works Agency (NWA) and National Road Operating and Constructing Company Limited (NROCC) into the One Road Authority (ORA), for which may be staged, while ORA will act as the road network regulator - Establishing the ORA as an Executive Agency under the Ministry of Economic Growth and Infrastructure Development (MEGID). The ORA will hold regulatory authority over all roads, and will hold the implementation authority over national roads. - In parallel, proceed with recategorization of the road network, for which the Minister shall retain discretion to designate any road as a national road, based on published criteria and on the technical advice of ORA.
