COUNTRY: JAMAICA PROJECT NAME: STRATEGIC PUBLIC SECTOR TRANSFORMATION PROJECT IBRD LOAN NO.: 8406JM COMPONENT: ADAPTIVE PUBLIC SECTOR APPROACHES TO PROMOTE FISCAL SUSTAINABILITY REF NO.: JM-MOFPS-142093-CS-QCBS The Government of Jamaica (GOJ) has received financing from the World Bank toward the cost of Strategic Public Sector Transformation Project (SPSTP), and intends to apply part of the proceeds for the selection of a Firm to Implement the Enterprise Risk Management (ERM) Project. The Strategic Public Sector Transformation Project (SPSTP) requires the services of a qualified consultancy firm to strengthen the organizational capability of Enterprise Risk Management within the Government of Jamaica, beginning with the Ministry of Finance and the Public Service (MOFPS) as the pilot entity. The specific objective in relation to ERM is to ensure that the strategies, practices and skills necessary to apply ERM are institutionalised and embedded within the management structures of the MOFPS and its agencies, thereby applying the ERM Policy and fulfilling legal requirements under the FAA Act and its regulations, and emphasizing that public officials at all levels, are responsible for and are an integral part of the ERM process. The consultancy will have a duration of twelve (12) months. The detailed Terms of Reference for the Consultancy Service are available on the website of the Ministry of Finance and the Public Service at www.mof.gov.jm (documents procurement opportunities) or can be requested from the email below. The Ministry of Finance and the Public Service now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Required qualifications and experience include: - A minimum of ten (10) years- experience in risk management, particularly as it relates to, though not limited to, financial management and internal control activities; - A minimum of ten (10) years- experience in the implementation of an enterprise risk management framework in developed and developing countries inclusive of a change management and training programme. - Testimonials (3) of assignments of a similar nature completed in the last five (5) years and their locations. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank-s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank-s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) Method set out in the Procurement Regulations.
